81 Balmoral Rd's residential wheelie bin obstructing pavement for 5 days so far. Enviro Crime SR33566, sticker on bin, but obstruction remains. This is a hazard for passers-by, especially children and elderly. No space in 81 front yard, as owner has not cleared building debris, so is using public highway as a storage area.
