Someone had dumped bagged waste on the grass verge last night, looks like general household rubbish that people are too lazy or stupid to put in their black bin. Perhaps open up the bags and see if there is any evidence for enforcement. Lately on this part of the road people have been parking up and just dumping junk/waste out of their car onto the grass verge and driving off.
