Green verge outside 94 Thirlmere Gardens

I asked this road cleaner/operative to clean the verge and the rubbish on the road. I moved my car to accommodate. A grumpy response with something I could not understand. But he cleared the rubbish on the road and then I asked him to also clean the verges better as there were more bits of rubbish. He cleaned a little bit and then moved on. After he went, I picked up more rubbish which he missed/did not clean from the verge as can be seen at the bottom of the picture. I did half his work! And I pay rates, in full. The roadsides and verges always remain dirty. Please ensure the pavements and verges, and road have ALL litter removed, not just what the operative wants to remove. Thank you.
