Not from the council.
You need to take this up with the owner of the tree, which will either be Network Rail or London Underground Ltd. It's clearly not a council tree. The only council trees are the ones marked with yellow dots.
(Although TfL operate a FixMyStreet site (streetcare.tfl.gov.uk), it can't be used to report railway related issues.)
Also note that, if it were a council tree, tree stump removals simply get put on a list of things to do when money is available, It's not the right category for trees which have failed.

Unfortunately the tree / bush reported is not a Brent street tree, so this report has been closed.
If it is a problem that can be resolved by another team within the Council it will be referred on, at which point it will be reopened.
