To whom it may concern,
I am writing to formally raise a complaint regarding the ongoing failure to manage waste and litter on West Hill (HA9).
As a council taxpayer, I expect a basic standard of environmental maintenance and public health protection. However, the current situation falls significantly below acceptable standards. Rubbish bags and loose waste are consistently left across public green spaces and pavements, creating an unsanitary and hazardous environment.
This issue is not isolated — it appears to be recurring and unmanaged.
Under your statutory duties, including obligations within the Environmental Protection Act 1990, the Council is responsible for:
* Keeping public land clear of litter and refuse * Ensuring regular and effective waste collection * Preventing accumulations that may pose a risk to public health
At present, these duties are not being met.
I would like to understand:
1. What inspection and street cleansing schedule is currently in place for this area 2. Why is waste being left uncollected for extended periods 3. What enforcement actions are being taken regarding fly-tipping or improper waste disposal 4. What immediate measures will be implemented to resolve this issue
If this matter is not addressed promptly, I will have no option but to escalate the complaint through the Council’s formal complaints procedure (Stage 1 and Stage 2), and if necessary, refer the matter to the Local Government and Social Care Ombudsman.
