To report vehicle parked on the verge or footway, you should ring the number given in https://www.brent.gov.uk/ parking-roads-and-travel/ parking/ report-an-illegally-parked-car It's a phone number because the vehicle needs to be still present when the "traffic warden" arrives.
Also driving over the footway or verge is an offence under a public space, protection order ( https://www.brent.gov.uk/ nuisance-crime-and-community-safety/ public-spaces-protection-orders/ pspo-large-map#vehiclepspo ), so if this is a regular occurrence, you should report that via the PSPO web pages: https://www.brent.gov.uk/ nuisance-crime-and-community-safety/ public-spaces-protection-orders#reportpspo (this one is particulaly aimed at people who drive over kerbs and/or verges, to reach their front yard).
