This street cleaner has just urinated behind his cart in the bushes behind. Disgusting behaviour! He has been sitting smoking for over half an hour and spitting on the pavement. He keeps on stopping and resting and isn't doing any work. My council tax is paying for him to do nothing and urinate in the street.
