Rows of rubbish bins constantly left on the pavement. Never taken into the property always on the street. Rubbish bags put on top, overflowing, attracts more flytipping and is a heath hazard with vermin. This is the 3rd time reporting since January. Nothing has changed. Bins are supposed to only be left out on collection day, not full time.
